Panel members
The place-making recognition scheme uses a panel of independent experts drawn from the place-making sector to assess products for approval.
The panel will decide to award recognition to those products which meet our key criteria.
The panel will formally meet up to four times a year to assess submissions. Members of the panel are:

Michael Kelly (BA, Cert Ed, MA, CCCIPD, FRSA)
Associate Dean, executive office of Leeds Metropolitan University
Michael Kelly has a background in both academia and industry and is currently the Chair of the Recognition Panel.
He is currently an Associate Dean in the executive office of Leeds Metropolitan University where he also holds an internal consultancy role. Until recently he was deputy dean of the faculty of business and law at the university.
Prior to entering academic life, Michael built up 10 years’ industrial experience in sales and HR with the Pilkington Group.
Michael is the Chartered Institute of Personnel and Development’s vice-president for membership and education and a member of its council and executive board.
He is a QAA academic reviewer and institutional auditor and sits on the programmes committee of the Association of Business Schools.
Michael recently chaired the Learning Steering Group for the HCA and a special interest group on assessment management for the Higher Education Academy. He also acts as a consultant on academic development, management and quality issues to a number of UK business schools.
Michael’s most recent research activity has focused on quality management in UK business education as a lead contributor to the HEFCE-funded QuBE research project.
Michael is also a fellow of the Royal Society of Arts.
Anne Lythgoe (BSc, MPhil)
Finance and evaluation manager, Charlestown and Lower Kersal New Deal for Communities partnership
Anne Lythgoe is the finance and evaluation manager at the Charlestown and Lower Kersal New Deal for Communities partnership, in Salford, Greater Manchester.
A chartered landscape architect, Anne has built up more than 20 years’ experience in a wide range of regeneration roles. At the Community Technical Aid Centre in Manchester she managed a programme for the then ODPM gathering evidence from the third sector on the success of national regeneration interventions. She has also held a number of leadership roles with community engagement and social enterprise initiatives in north-east England.
Anne has published several articles and papers about evaluation, focusing in particular on the practice of social accounting and audit, and acts as advisor to the international Social Audit Network (SAN).
Anne is currently leading a comprehensive programme of evaluation into the elements which contribute to effective place-making.
Professor David Noon (BA, MA, MRTPI)
Dean, faculty of business, environment and society, Coventry University
A trained economist and town planner, David Noon is currently dean of the faculty of business, environment and society and professor of economic regeneration at Coventry University.
David began his career working on regional and sub-regional land use planning, and more recently economic development and regeneration.
David works with Coventry University’s Applied Research Centre in Sustainable Regeneration advising and undertaking applied research projects for a wide range of public, private and voluntary sector organisations.
David’s research interests include urban regeneration, labour market analysis, inward investment and community development. He has published widely in the UK and overseas and has advised businesses and the public and voluntary sectors on a range of local economic development and planning issues.
Jim Fox (BA, Dip TP, MRTPI)
Director, Taylor Young
Jim Fox is a director at Taylor Young where he is responsible for urban regeneration and masterplanning. He is also a visiting fellow at Sheffield Hallam University.
Jim has worked for the public, private and voluntary sectors, beginning his career with Birmingham’s Jewellery Quarter initiative – one of the first BURA award winners.
Jim has built up a strong track record in the delivery of sustainable communities, including masterplanning major urban extensions and delivering housing market renewal advice to the Housing Market Renewal Pathfinders.
Daniel Junor (JP, BA, MSc)
Housing research officer, Nottingham City Council
Daniel Junor has a strong track record in housing and urban regeneration, working for a number of housing organisations in the East Midlands as a tenancy support officer, community development officer, regeneration officer, housing needs and research officer. He has also spent two years as a director of a social enterprise in Derby and worked as a research associate for a number of Sheffield-based consultancies.
His academic career also includes a degree in housing and a masters in urban regeneration at Sheffield Hallam University. He is currently working towards a masters in social science research methods as the foundation for a PhD, and has previously taught on the HCA’s Sustainable Communities Foundation Degree at Sheffield Hallam University.
Daniel has recently been appointed a magistrate in his home city of Sheffield.
